It's actually the other way around. The label for the VPNv4 BGP prefix is for the final destination inside the customer's network. The IGP label from LDP or RSVP TE is for the BGP next-hop inside the provider's network.

when using MPLS and MP/BGP/VPNv4 together, the MPLS label is based on the next hop of the BGP learned prefix.
But when just using MPLS and an IGP with no VPNv4, is the label then based on the destination prefix it's self, and not the next hop?
