OT: VOIP Telephony Features Configuration

Hello Guys, i have few requirements that i need to configure on a CME
router.

I have 2 PSTN lines which are already terminated on my fxo ports and i can
dial from the outside network to 2 various internal phone directory and
also dial outside from these phones.

Now say Ephone 1 is the Receptionist Phone and Ephone 2 is the MD's phone
with extension number 106 and 103 respectively. Say the PSTN Lines
configured on these phones are 0127010xx and 1027010yy to Ephone 1 and
Ephone 2 respectively.

Requirements:-
1) On Ephone 2 i want to be able to dial PSTN lines using either 0127010xx
and 1027010yy on any of the line button i.e by pressing line button 2 i
will be using the first PSTN line 0127010xx and by pressing the line button
2 i will be using the seconf PSTN line 0127010yy

2) No other phone on the network should be able to dial using the 0127010xx
line

3) When the PSTN line 012701xx is called from the PSTN it should only ring
on Ephone 2 and Ephone 3(which is another phone on the network)
