Not sure why you can't see it if you work for a partner. Here is the
information.

Cisco Certified Partners can now use CCIE / CCNA / CCNP Technical Resources at
the Center of Excellence

Cisco is pleased to announce that effective immediately, all certified
partners with a qualified Consolidated Service Center* may meet the CCNA/CCNP
requirement for Certifications and/or Specializations.

With this change, up to 50 percent of the required CCIE/CCNA/CCNP technical
resources for a country applying for a certification and/or specialization can
now be located in the designated Consolidated Service Center instead of
residing in- country.

These CCIE/CCNA/CCNP resources must be distinct from those nominated for in-
country certification for the country with the Consolidated Service Center, or
any other countries.

*A qualified Consolidated Service Center is one that has successfully passed a
Cisco audit.

afaik there are not limits with associate or professional level
certifications. Only ccie-level certs are involved and it should be 12
months.

reading the article above I've understood even with ccie you can
de-associated your id from your company if you are leaving them (easily
doable from pss). You cannot re-associate your id with another company for
12 months though.
