what a mind twisting question ! amazing one should i use a note pad or
configure the router directly ..... :)-

while using notepads is not prohibited and will not deducts any marks it
deponds on situation .... for example if you only had to change neighbor
ip address , then you might be wasting some time using notepads.

while in some situations when have similar configs on multiple routers
..you can use notepad ... say DMVPN spokes has similar config except
one or two commands

you can copy paste after editing

anohter example is hub and spoke frame relay
