First off, you don't need to l2tunnel protocol anywhere to do Q in Q.

Second, you need to increase the system mtu on switches for additional
dot1q frame size

Third, (with relation to Q in Q)

access ports need ONLY this

 switchport access vlan 109
 switchport mode dot1q-tunnel

trunk between switches only require that the vlan is allowed. or
create access ports on same vlan between switches.
