Most people do it with access-lists - I don't believe its cef switched then. Can someone check with a 720 BASE, 3B or 3BXL?

According to the docs, PBR has been CEF-switched since 12.0. It shouldn't be causing a lot of CPU spiking. As long as CEF is enabled, PBR will be CEF-switched.
