Sorry for being a slack on this one.
By "SteelHead having problem with WCCP" what exactly do you mean?
When we started using Riverbed, we placed them as transparent units. I am
not sure if there is a tunnel mode for them, unless it popped up last year
or so.
We did use a centralised C&C application for pushing the policies and with
1000 or so devices you may have to be careful and know exactly what you are
doing before you update and bush out policies.
