There's two types of tunnel mode to think of with acceleration type
devices, Steelheads at least.

Tunnel mode for user traffic, which is the default mode for steelheads, and
probably WAAS (Its been a while, I've forgotten), unless you tell it
transparent.

And WCCP creats dynamic tunnels between the routers and accelerators...
that's just how WCCP works.
