If priority is all that you want, and you only have two priorities, then
priority with full capacity should do.
But I have a feeling that priority might not be what you want...
In any case, if this implementation is being done on a router, keep in
mind that router capacity is way below LAN link speed in most cases.
It could help if you tell the complete story. How are you generating the
traffic that you see capped at 4mb ? And how are you measuring it ?
