Up or down do have relative significance according to the quality they
modify. Marking down may refer to the mark "nominal" value (i.e. AF41 is
lower than AF42), or to the traffic QoS class, in which case AF41 is
better (i.e. higher) than AF42.
Being an expert in Internet, I guess cisco wants you to be able to tell
which meaning is the correct one from the context.
