Yes. Take a look at http://freeradius.org/ and http://www.shrubbery.net/tac_plus/ They don't support Windows XP as far as I know, but you can run a Linux VM inside of Windows and then run RADIUS/ACS inside of that. You can also get the actual Cisco Secure ACS for Windows demo, but that doesn't support Windows XP either, you need to run it on Windows 2000/2003/2008 Server.
