Eigrp use Bandwith and Delay by default, those are known as K1 and K3
You need to do some traffic engineering regard to EIGRP.
I do not know your setup or scenario, but if you are going to
traffic engineering EIGRP i would look into the delay parameter of EIGRP.
As you know QoS are using bandwidth, and if you have QoS running
you may or may not indirect change how that policy would work for you.
Traffic engineer EIGRP will work fine both with delay and Bandwith as
Marc are saying.
