You'll always find a variety of folks no matter what certification or
status we are talking about. Some will be good, some will be bad, and
most will be average (which I guess is why we get the term "average"!)
It seems you have found a series of bad ones, but that doesn't mean
everyone is.

Now, there can be lots of reasons, some good, some bad... I'll go with
the more innocuous one of the fact that it's REALLY difficult to retain
the complete set of CCIE knowledge in your head forever. So just
because they have answered poorly on something silly within OSPF,
figure out why. Thrown an EIGRP question, or an IS-IS one, or a few BGP
ones. If there are deficiencies in ALL of them, then it's clearly not
just a retention problem. :)

Even when I interview people any get completely inane answers, I'll just
be like "ok, cool..." and move on to a different topic. Sometimes I'll
come back with something different in the same area just to give another
chance. Some people also don't do well interviewing.

I'm pretty sure if the goal was to come up with questions that were
tough, that someplace along the way you'd even manage to find something
that I didn't remember. (It may take a while, and it would certainly be
something I'd fix right afterwards, but it IS possible!) When
interviewing, make sure the goal isn't just to stump someone. You'll
eventually find that place with everyone!

But you need to interview within the scope of what you want to use them
for. If you're running a large OSPF network, then it absolutely makes
sense they should be good at it. I'd just chalk it up to whether they
were having a bad day or not. Keep looking and you'll find someone who
meets your requirements!
