This is likely the problem. Some platforms and versions allow you to policy route both the control plane and data plane traffic. In reality you should only be doing PBR for the data plane traffic. Try in your first sequence of the route-map matching your control plane (EIGRP and whatever else you're running) and deny it in the route-map. If you get his in the counter for that route-map sequence it means that the control plane is hitting the PBR. Sometimes you get unexpected behaviors like this in the hardware switched platforms like 7600.
