The scope of this multicast is not link-local, but AS scope.
I guess this MC address is used to contact the DHCP server(s) directly across subnet boundaries, without relays.

There are 3 addresses and 3 functions in DHCPv6:

Clients, that send to FF02::1:2 (all agents, link local).
Agents can be either servers (which deal with the request) or relays, which relay the request to FF05::1:3 (all servers, site local).

But there is a FF05::1:4 address, which is cited as all-relays in some places and all-agents in others. It is not described in RFC3315 and I have not seen any place where its use is described.

All this addresses are mcast.
