You are right. Hmm I need to came up with the better strategy here. I just bought TCL scripting book, last time I wrote a code was back in college 9 years ago :) :).

I will come up with something..

The goal is to monitor 00:00:00 on same prefixes during 4 intervals within 2 minutes. Or even 8 within 4 minutes.

what is the use of that ?
If you follow this path, to discover "just learnt routes" you'd better run it all the time, because if not you'll miss a route that has
00:00:01 in there (1 second old route ?)

2 good news for you:
-you can "monitor" the IRB, so you get events when a new route is learnt.
-routes are in a global pool, so you don't have to look in every VRF

1 not so good:
-you'll have to learn how to do it.
