It comes from legacy analog dial. In many cases you would dial into a NAS that was not on the same IP subnet as the DHCP pool that the client was leasing from. To solve routing the NAS would simply install a host route to the client via the virtual access that they came in on.

In today's designs the peer neighbor route has less practical application. One of them though would be to unnumbered all your PPP links (e.g. OC-48, OC-192, etc.) to a loopback, and then use the peer neighbor route to route to the connected neighbors. This simplifies IP address allocation as each router only needs one address globally.
