6509 password recovery

Hi all, Im trying to do a password recovery on a 6509 CATOS. As mentionned on
the cisco website I restart the device and wait for the prompt to enter a
password but It doesnt. Instead I get into the user mode then to go into
enable mode I need to enter the old password. Also I get the get the message
that the tacacs server cannot be accessed and the local database is used. any
