Routing Table Capacity At Cisco Router

Recently I am doing some design for Internet Router, The customer wants to
hold all the routing table from the internet,

If I am looking at the route-view.org, the BGP table at the world already
meet at 13 milliong route,

Which , when I look at for example, ASR 1000, The Scalability to 1,000,000
IPv4 or 250,000 IPv6 routes (RP1) Only,

So , how we can scale for route entries for 13 million ?

Are we only looking at the memory to store route instead of looking at the
Route Performance at datasheet.

If yes, so what is the meaning of datasheet then ? Only cater 1 million
routes ?
