I was thinking the same thing and decided to just test it.
When I did, the router is actually accepting a metric that is even larger then
24 bits. Redistributed a connected route with the max value and then put an
ospf cost of 5000 on the receiving interface of the neighbor router. The
neighbor router still has the route in the table. Not sure if this is just a
Cisco thing or maybe the RFC doesn't specify an actual maximum. Its very
interesting.

Router LSAs
can have a much larger *calculated* metric than that.
That's the maximum
interface cost that can be carried in the LSA. I'd
have to check the format,
but on top of my head, I think the external
metric is a 24bit value.
