It's not the same for COS and DSCP.
A switch works mainly at L2, so L3's DSCP would pass unnoticed (and
unchanged) when QoS is disabled.
But COS has to be regenerated along the new frame at L2 (only when
there's a COS field to begin with, i.e. usually a trunk).

I'm not sure what a switch does there, not even sure all switches do the
same. I would suspect they send COS 0.
