You need to define this more close to the issue.
I'd check :
a) actually isssue - read/write,
b) IOPS on disk/LUN that is attached to your VS.
c) copy file using some other method (MS copy or ftp might be issue
sometime) if they are using firewall.
d) copy file from the same VS server to same vs server (it will test the
IOPS), compare it with the network file copy.
e) depneds what OS u are using on VS , grab some sniffer logs and check for
the TCP performance.
f) Network retransmission - jumbo frame queueing.

Ask performance report from cloud provider for the VS.
