Chetan,
even if you can run IOS in routers and switches, the supported
configuration is quite different in them.
Routers (actually ISRs) are more or less standard and support a given
set of actions for traffic that you can configure using CBMQC.
Shaping being one of them.

Switches are not that standard in my experience. And even though
you can use CBMQC, you can not use that to configure shapping.
Reason being, among other things, that switches do most of the work
in hardware and it is not as versatile as the routers's software based
packet management (but a lot faster thought!).

So, to answer your Qs:
1- Depends on the platform. Router ? Then policy-map.
Switch ? Then mls-qos. But keep in mind you won't be able to do
the same.

2- No. Actually, does not apply.

3- No. Look at the things you can configure in policy maps for switches.
You can play with policers and QoS marking, but you have no "visibility"
of the hardware queues.
