target is to migrate 4.2 data to ACS 5.1.

As Daniel mentioned, you
have two options:
Export from 3.3 and install on a second server with 3.3 and
upgrade to 4.1.1.24, etc. to do a non-production upgrade.
Install 4.1.1.24 on
top of 3.3 to do an in place upgrade.
Outside of this, I'm done. We've

Take Daniel's advice
