Faking carrier in switch interface ?

Hi,
you can make a router interface up/up when no cable attached, just
by setting no keepalives.
Any easy way to do the same on a switch ?
In fact, I would need to bring a vlan interface up, but the associated
ports are down/down. Any tricks ?
