Routing or Firewall ???

Hi,

Stuck in a strange issue.

Scenario is

PC---Switch---Firewall---Layer 2 2950 Switch---- Router --------Internet
                                            |
                                         VCS Server

VCS server is assigned a public IP lets say 1.2.3.4
I am able to access the server from internet.
I am NOT able to ping the server from my PC. When i put a laptop in
place of VCS Server with the same public IP , its accessible from
inside and outside.

I am not getting the point that if i put the laptop in place of VCS
Server everything works fine. Also the VCS is accessible from the
internet but not from the internal network ???
On the firewall all traffic in and out to this ip is allowed.

Any idea?
