Testing center is through Vue more so than Cisco. I know some of the
people involved with that part as well.

Cisco as a company will not go directly after them. Pearson/Vue has an
entire department though about gathering evidence and building a case
against them. Keep reporting things you know/see/document, and be
assured that someone is paying attention!

Yes, it's an economic thing, no doubt. At the same time, much research
has to go in to whether it's a single person or an entire company, and
how to build the legal case and be ready. Resources are precious ($$),
and why waste them if you can't win or make an impact.

Unfortunately, justice isn't necessarily swift, but that doesn't mean
it's not happening! :)

The CCIE program though, is completely within Cisco's "jurisdiction", so
it's different!
