L2VPN over GRE Setup

Hi friends,

I have a Customer and Provider set up which is running L2VPN over GRE. I
cant find the advantages of using L2VPN over GRE. GRE creates a additional
overhead for all the packets traversing from the pseudowire from ingress PE
which sends the label for a Attachment circuit to egress PE.
Why they r running GRE ?

Can anyone came across this kind of set up in your CE to PE side.
