Why would you put AD servers in between NTP master and CORE
switches/routers ? I would not trust MS handling of time, based on
my memories of comments on the NTP.org folks.

Nowadays, http://twiki.ntp.org/bin/view/Support/WindowsTimeService
states:

Windows Time Service servers report a precision of -6, and do not
appear to interpolate time between system clock ticks. This limits
their absolute accuracy to 116 ms, far below that of the reference
ntpd implementaion. However, this accuracy is suitable for many
   networks and applications.
