A router makes a poor ntp server; it's not a very accurate clock.
Better to stand up a real time server or simply have every device go right out to a real ntp server (like us.pool.ntp.org) or if you need an IP, use the
Ip for time.nist.gov
(do not use time.windows.com, also not very accurate)
