Can you paste you PSTN router and switch config here?
You are able to ping the ip phone from PSTN router, correct? And, you've
configured the Option 150 on your DHCP server or if it's static, you've put in
the TFTP IP under your Phone settings?
"debug ephone register" - Do you see a request from the phone in question?
