Hello all,
Not that I want to add more confusion here, but I did some research and maybe the problem is not your CF card, but the corrupted cookie.
Searching by this problem I found on some page the following statement:
"...the router will display a Wrong system software for this hardware error message at bootup. The router must be upgraded using a "cookie cutter" image before a standard Cisco IOS Software image may be installed..."
Lucky I found something that may solve your problem:

Since the above link may be gone in a while I will copy / paste the problem and solution below to have it in archive:
--------------- ISSUE (this is on 2801, like your platform) ----------------------------------------------------------------------------------------------------
So i went to upgrade my 2801 router to 128mb flash and upon booting the flash freezes the router. reintroducing the 64mb flash the device boots to a certain point then stops.
To make a long story short, i have a "cookie" issue. The cookie holds important motherboard settings and is stored in EEPROM. My MAC address was deleted and cookie corrupted when i had my flash issues, now i am stuck with a router that can't boot.
WHAT I NEED is for someone to boot up a 2801 into ROMMON mode and issue the "cookie" command and send me the output along with a "show interface" output so i know where the MAC address is in the cookie configuration and what it should look like for a 2801.
Any other suggestions are welcome. I can be reached at jd.hildreth_at_yahoo.com.
--------------- SOLUTION ------------------------------------------------------------------------------------------
I still get the occasional email on the fix for this, so here it is:
Below is an example of a cookie for a cisco 2801. the XX fields in the cookie are the MAC address of your router! You most likely lost that data when the cookie was corrupted (MAC address converted to FF) and you will need to make up your own MAC address. I don't think it matters what the values are. I would strongly recommend making a copy of the corrupted cookie prior to overwriting it in case any non-corrupted fields are accidentally overwritten.

You will need the privileged ROMMON password in order to repair / edit the cookie.
This first link is the site i used to grab the priv ROMMON password:
http://ers.pp.ru/cgi-bin/priv.cgi
Note that once you edit the top line of the cookie the password changes.
This bulletin helped me understand more of the cookies:

I had to play around with the construction of the cookie to get mine to work. Let me know if you have any other questions!

I never tried this solution, but since you are in big troubles now, you may want to try it on one box.
Let me know if this helps you in any way!
P.S. I hope the cookie code remains correct formated after copy / paste / send of this e-mail. If not check on the webpage.
