Replacing the Flash on cisco2801

Hi experts,

I just replace the flash on one of my 2801 lab routers, and stock in a
strange case in which the router always gives me the error "Wrong system
software for this hardware" even I tried dozen of flashes with a dozen of
IOSs?? Any hint about this meaningless case?
