3900 will support 800mb, but with 30% packet loss, and more loss with the more services you turn on. It's really only truly rated at 450mb with everything turned on and loaded down.

We have dual 600mb circuits and from the benchmark tests, the Cisco 7600's were the only thing that could keep up (single circuit on each one) when NetFlow, QoS, and routing were all turned on.
AT&T has benchmarks available, too, for tested circuit speeds with different features on different routers. Your ISP should be able to provide with something of this sort.
