If this is on the switch (like 3560/2960) then the counters will not be
displayed by the show policy map.
Instead, you need to upgrade to 1t least 12.2.44 (12.2.53+ recommended), and
then use "show mls qos interface statistics"
On the pre-(44) ios you can get the statistics only directly from the
port-asic counter, by issuing "show platform port-asic"
(commands from my head, some questionmarking is to be expected)
These commands will show you per-DSCP/per-COS exact packet counters.
