I don't have switch in front of me as of now but I think we can enable ROOT
GUARD anywhere / any port (system will not complain .. )

Sometimes we enable it on range of ports (which are down as of now as well )
.. where we fear that a better switch can come and assume the role of root
of topology .

i.e whatever ports are going to customer network and we fear that there can
be a better switch located in customer internal network as well ; we enable
ROOT GUARD there !
