You may be able to put root guard anywhere you like, you but can't enable it
at the same time as loopguard because the features are no compatible with
each other. You are SUPPOSED to put rootguard on designated ports. What it
does behind the scenes is make sure the port you enable it on is ALWAYS the
designated port on the link
