Qos for different customers on corporate switch

Dear Group..

If a Corporation is sharing out its infrastructure to other third parties
and wants to limit bandwidth it gives to each third party customer then what
is the best way to design and configure this.

Do I configure each customer access port with a unique Cos value and then
match it on ISR and then put them into different queues and police them
based on the cos value
Is there any better design and more efficient way of doing this on the setup
below

The corporate topology is below and multiple third parties will share the
corporate infrusture from Site A to Site B.
