Unless the other partner decides to release your number in writing, then it can be kept for there for a year or until the partner finds a replacement. The partner is supposed to report you leaving as well and will be placed into a get well period, which is part of the reason you can't use your number elsewhere. You could create another CCO id and start associating your other P level certs towards the new login to be applied to CQS roles needed for the new partner. The IE doesn't really buy the new partner anything, but it does exempt you from CCNA/P / CCDA requirements for FE/SE roles in specializations. I think CCIE Flyer has some references to get your number disassociated with the silver partner if waiting that year is not an option.

I don't know the relationship you have with the last company, but if you want to ensure that one year counter is running, you may need to contact support and inform them that you've left the previous partner.
