He can. Or rather, YOU can, unless you give your employer your
Cisco.com password so he can do it for you (bad idea :). Associating
your profile to a new company you now work for is allowed at any time.

What the new employer can't do is use SOME of your certs for one year
(if he wanted to become Silver, for instance), unless the former
employer releases them: CCIE, CCSP and CCVP last time I looked. Other
certs are free (as in free speech).
