At the end of the day Cisco benefits from more people understanding
their technology. Maybe why there doesn't seem to be legal trouble
between GNS3 and Cisco.

IOU is a Cisco engineering tool. Cisco more or less acknowledges that
it exists and it's used internally for testing, and that's about it.
It's used mostly by developers, so don't expect ease of use or any
help on it if you get a leaked copy. I think they would like to find
a way to make a product out of it for the general public, but there
are many steps involved in making an engineering tool a product.
