Well technically router is a DTE. But routers can switch frames...
frame-relay, hdlc are examples of this. A wic-1t card will use serial cable
that has defined DTE/DCE connection on it. The cable will determine what is
what and usually all clocking is done on frame switch so no clock on router.
I noticed on GNS 3 my serials were all clocked like cables are reversed but
everything works. I would make sure physical link isn't flapping than
monitor debug output to see if it is physical.
