Depends on site size, future developments etc. If there is even a slight
chance of having a third rack of gear,it is worth having an external
frame. Having external frame brings more flexibility into your comms
room. It may also help to avoid capacity issues with inter-rack looms.
Rack to frame looms are easier to manage, refurbish, upgrade. I would
also consider leading more power to the rack than you are using now, it
may spare you some headache in the future.
