We replaced the power supply with the new one and it did not come one. We
know we are getting power so I am going to test the power supply in a spare
6500 to see if the power supply that is sent to us is good. Could be that a
bad power that came was bad

Could you swap it with the redundant to determine if its a faulty PS ? ( in
your maintenance window )
Are all the modules working ? Can you run some minimal diagnostics to verify
if you see something wrong ?
You can sometimes get a faulty PS RMAed
