R5 is the FR Switch, and R1,R2,R3 and R4 uses FR physical interface to form
OSPF neighborship and they are using neighbor commands on R1 and R2 and R3
So it is forming neighborship

Full mesh frame-relay mapping is present and each router can ping each
routers interface

now when i remove the neighbor statements it should not form neighbor ship
but still the neighborship stays up
