Few things:-

Can you shut down all routers except R1 and R2's interface to the FR and
see. (divide and conquer..;))
You may need to establish the Ospf adj one by one between devices and check
when this issue pops in.

Neighbor statements are required only at one end, so unless you completely
wipe if off of all the interfaces
you may still see it up.
