in my testing the legacy 'rate-limit' will only limit ipv4...

i have tried to use the '<200-299> Protocol type-code access list' and the
ipv6 86DD, but still did not work...

for rate limiting have to go with the MQC (or HQF depending on the what the
cool kids are calling now since 12.4T20) for policing which gets ipv6, with
a match any at least:

class-map match-all POLICE_CM
 match any
!
!
policy-map POLICE_PM
 class POLICE_CM
   drop

my testing has been limited to 12.4(15)T12 but it has ipv6 support for dscp
and precedence under the class-map...
