18 months is just for first time attempt.

If the first time lab is failed then with the same written exam I have another
12 months to take at least one more lab exam.

What I also understood from Scott Morris's comment is that I can take at least
1 lab within each 12 month period after the first 18 months. Pretty confusing
but I am trying to understand.

You can take it as many times as you want to.... Up to 18 months the first
time.. Up to 12 months each consecutive time for a grand total of 36 months
max (3 years).
