What type of fax relay does the vsat support?

You may want to try a few things:
-Try either T.38 or passthrough, and not both at the same time. See
if you get different results.
-Definitely take the echo cancellation tail off the voice ports - I
can't think of any advantages for you here.
-Try removing the speed and ecm configurations.

Many times people start with these large found-on-the-internet
configurations which may not be the best for your environment, and
just starting at scratch allows you to troubleshoot more clearly.
