SNMP

i have a router with two wan links . wan link1 (11mb) and wan link2 (2mb).
Question # can snmp be used with two strings to monitor two links. one
string will sent trap to syslog server if 11mb link is down and 2nd snmp
string will send trap if 2mb links is down.
is it possible . if how ....
